Strengthening municipal services and civil society
General description
In Kaolack, cleanliness already involves many stakeholders, but needs remain significant. The municipality led the "Jappal ma japp" program, which helped eradicate illegal dumps and dredge canals in certain areas, with an intervention and cleaning plan covering neighborhoods like Ndargoundaw, Thiofack, Sam, Gawane, and Parcelles Assainies. The mayor announced plans to go further: a streamlined waste evacuation system, strengthened collection, skip containers and waste bins, and a second phase of covering open-air canals in Ndargoundaw. The national cleaning days "Sétal sunu réew" also targeted bus stations, with several tens of tons of waste removed at Nioro station, followed by "Thiers Liberté" station, in the presence of drivers, security forces, the municipal team, and Sonaged. For the Gamou, Sonaged and the Directorate of Living Environment mobilized about a hundred agents and six dump trucks for desanding and collection around Médina Baye. Citizens are also getting involved: the promoter of the Kaolack 72-hour Festival provides bins, brooms, shovels, and wheelbarrows. As early as 2014, a Japanese cooperation project (JICA) had studied sanitation, stormwater, and waste in the city. In a city affected by floods, these efforts must be sustained over time. This mission mobilizes the diaspora to transform these operations into a sustainable system: neighborhood pre-collection, bins and skip containers, canal dredging before wintering, sorting and recovery, awareness-raising, digital monitoring tools, and support for collection SMEs.
