The Maroua Urban Community (CUM) is a decentralized territorial authority of Cameroon, created in 2008 and the administrative headquarters of the Far North region. It manages the economic and social development of the city via three district municipalities (Maroua I, II, III), and brings together more than 300,000 inhabitants. It manages local development projects, urban planning, and sanitation for a multicultural population.

The city of Maroua is undertaking a project to rehabilitate the road connecting the Collège de l'Espoir (Ouro Tchédé campus), passing through the City Hall, to the SIC of Domayo, in the Maroua 1er district. This strategic road is an essential urban axis for the mobility of the population, students, workers, and administrative services. The project aims to modernize a heavily used and sometimes deteriorated road infrastructure in order to improve traffic flow. Many public schools in Maroua, particularly in the working-class neighborhoods of Pitoaré, Doualaré, and Domayo, suffer from dilapidation, overcrowding, and a glaring lack of essential equipment. Classrooms are often deteriorated, latrines and access to drinking water are insufficient, and furniture (desk-benches) as well as IT equipment are lacking. This mission aims to significantly improve the learning and safety conditions of primary and secondary school students through concrete actions to rehabilitate priority school infrastructure.

The mission aims to support the cultural revival momentum in Maroua, by backing structuring initiatives of the municipality and local stakeholders. It will focus on the rehabilitation of the local art museum, a historic hub in difficulty (small collections, low attendance), with the goal of turning it into a genuine cultural and tourist center. Another major focus is the creation and development of libraries, particularly a university library for the city's 40,000 students, and the strengthening of private initiatives such as that of the writer Djaïli Amadou Amal. The mission will address the lack of modern infrastructure, the deficit in funding and professional management, and the need for cultural mediation.

The city of Maroua makes constant efforts to maintain urban cleanliness, which is essential to public health and the environment. Cleaning operations are regularly conducted in the markets (notably the central market), the densely populated neighborhoods (Pitoaré, Doualaré), along the major roads (Maroua-Kousseri, Maroua-Garoua), around schools, and in the bus stations. 'Clean city' days and hygiene awareness campaigns are also organized. However, the sustainability and effectiveness of these actions are strongly compromised by a glaring lack of logistical resources (collection trucks, garbage bins) in the face of rapid population growth.
